Update on the Faculty Professional Association and their bargaining with Vancouver Community College.
An open letter from your President to all CUPE Local 4627 members

To CUPE 4627 Membership:

I am addressing this letter to the CUPE 4627 Membership as we are again in the situation where another bargaining unit, the professional association, is disrespecting, dismissive of your elected Executive, by communicating directly to CUPE 4627 members.

Yesterday the Vancouver Community College Faculty Association (VCCFA) President, Frank Cosco, wrote an open letter to CUPE 4627 members indicating that the FA ceased to communicate with your CUPE 4627 Executive because one of our members is receiving a stipend to act, in a reduced capacity, as manager of Institutional Research (IR), until a new Director of IR is hired. Your Collective Agreement has language that allows this to occur. In article 13.4 and in certain circumstances, the Union has agreed on a without prejudice basis, to allow time-lines to be extended, and this circumstance is one of those. This is a right bargained for and contained in our Collective Agreement that applies to ALL of OUR membership.

I have asked the College President and Interim Executive Director of HR to address the VCCFA's interference with management's decisions and our Collective Agreement rights.

At our Executive meeting, Maggi & Ingrid first congratulated Jo Hansen on her temporary promotion. We listened to their update and asked the question on whether they were mining their agreement to achieve some of their demands. We also asked if they could confirm which demands were cost and which were no cost as it was unclear in their communication to their own membership. They declined to respond to our questions or engage in any meaningful dialogue. At the meeting they failed to relay that they had any concerns communicating with the CUPE 4627 Union Executive.

As a result of the meeting, we requested to Frank and their Bargaining Co-Chairs, that should a strike occur, the VCCFA consider allowing CUPE 4627 members to work behind the picket action. This tactic was used in 1998 when Frank made the arbitrary decision, without consultation or communication with our Union Executive, and directed our members to work behind the VCCFA picket lines. This consideration was not asked lightly, but given the past history of VCCFA members not respecting our trade union picket lines in 1993 and 1995, and with no communication from the VCCFA during the brief action in 1998, we were going to ensure history did not repeat and that we did what was best for our membership.

We ask that you directly contact any of your Executive and visit your website for accurate information and not to participate in the VCCFA's attack on our ability to represent our membership. Should any of you also be accosted at your workplace for your CUPE 4627 Union membership you need to contact your Union as soon as possible.
